Business Operations & Billing Manager, Fuse Partnerships , Amazon Fuse

The Amazon Fuse Business Operations organization works across Amazon to bring our consumer service offerings, including Prime, Prime Video, Amazon Music Unlimited, Kindle, Alexa, and more, to hundreds of global partners across mobile operators, OEMs, retailers, banks, QSR and CPG brands, and more. We focus on business growth, value creation for customers, and building trustful relationships with enterprise partners to deliver financial results to partners and Amazon.

We are looking for a Regional Operations Manager to serve as the operational backbone of the region - effectively acting as the regional COO. In this role, you will partner closely with the Regional Director and cross-functional teams to drive business strategy, deliver operational excellence, and scale growth across the partner portfolio. You will be equally responsible for leading the region's billing operations, ensuring accuracy, efficiency, and continuous improvement across all financial processes.

This position requires a proactive, highly motivated leader with a strategic mindset and an aptitude for critical thinking and process improvement. The successful candidate will be a self-starter who is comfortable with ambiguity, is analytical and detail-oriented, demonstrates backbone, and possesses the ability to influence and work effectively with cross-functional teams. You are energized by wearing multiple hats - one moment shaping regional strategy with leadership, the next diving deep into billing operations to solve a partner issue.

Key job responsibilities

Strategic & Operational Leadership (~50%)

- Partner with the Regional Director to define and execute regional strategy, identifying opportunities for business growth, partner expansion, and operational efficiency

- Drive operational excellence across the region by establishing scalable processes, identifying performance gaps, and implementing continuous improvement initiatives

- Serve as a key contributor to regional business reviews, goal-setting, and long-term planning

- Lead cross-functional collaboration with internal teams (product, engineering, finance, partner development) to remove blockers and accelerate business outcomes

- Develop and maintain reporting frameworks, dashboards, and insights that inform strategic decision-making and provide visibility into regional performance

- Champion process improvement and automation to increase team velocity and reduce operational overhead

- Support partner development by identifying growth levers, contributing to financial modeling, and helping shape go-to-market approaches

Billing & Financial Operations (~50%)

- Own the end-to-end oversight of billing services used by internal and external stakeholders, ensuring accuracy, timeliness, and compliance across all invoicing and payment processes

- Drive continual improvements to billing systems and workflows, identifying opportunities for automation, standardization, and scalability across global billing operations

- Provide partner development around billing and payments, including onboarding new partners to billing platforms, educating stakeholders on processes, and ensuring seamless financial operations across the partner portfolio

- Manage troubleshooting and resolution efforts for billing issues, acting as the escalation point for complex cases and coordinating with engineering, finance, and partner teams to drive resolution

- Leverage reporting tools to develop and maintain scaled, automated, user-friendly reports and dashboards that support partner inquiries, surface billing anomalies, and provide transparency into financial performance

- Contribute to customer financial modeling, target setting, and operations support, ensuring alignment between billing outputs and broader business objectives

- Lead the strategic development of systems and processes for global billing, driving standardization and scalability across regions and partner types

- Monitor and manage accounts receivable health, working cross-functionally to reduce past-due balances and improve collection outcomes

- Work with stakeholders to understand opportunities, desired outcomes, and success criteria

- Plan, manage and deliver partner invoices, billing queries, and SLAs to ensure there is a strategy to measure accounts and support as a result

- End to end ownership, from design requirements and build to implementing and reporting

- Run feedback loops and quickly implement changes while staying focused on long-term goals

- Conduct regular audits to maintain accuracy and relevance of disputes to reflect service updates and process changes

- Experience using data and metrics to determine and drive improvements

- Experience owning program strategy, end to end delivery, and communicating results to senior leadership

- Experience in program or project management

- Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field

- Experience leading process improvements

- Excellent written and verbal communication skills with a customer focused, detail driven, and professional demeanor

- A passion for building trust with internal and external stakeholders by being proactive and innovative in solving problems that affect customers

- A proven ability to meet tight deadlines and prioritize workload
